That is the primary source, and it says plainly that the site operates under ProgressPlay's British licence rather than one of its own.

ProgressPlay also states that it is licensed in Malta, which fits how these brands are usually set up for players outside Britain. We have not printed a Malta licence number here, because we could not check one against the MGA's own register, and a number that cannot be verified is worse than no number at all. We also could not load Queens Bingo's live footer directly, as the site blocks automated access, so the operator and UK licensing above rest on the Commission's register rather than the brand's own page. What we can say is that we found no separate Curacao, Anjouan or Costa Rica licence attached to this brand. It is a UK-and-Malta operation.
